Capabilities - RDSI is a nationwide engineering and support firm providing expertise in Electronic Warfare simulation and training systems, shipboard equipment installation, and equipment maintenance services since 1989.
RDSI is a privately held, woman-owned, small disadvantaged business. In April 1992, the United States Small Business Administration (SBA) certified RDSI as a small business qualified to participate in the 8(a) procurement program for a period of nine years. RDSI successfully completed the 8(a) program in May 2001. RDSI remains an SBA certified small disadvantaged business (SDB).
Since inception, RDSI has specialized in providing Government and Industry clients professional and technical services in the fields of computer engineering, electrical and electronic engineering, mechanical engineering, system integration, simulation and stimulation, research and development, system installation and field service support, facilities operation and maintenance, and Electronic Warfare (EW) simulation and training.
RDSI is an Alteration and Installation Team (AIT) for the AN/BLQ-10. RDSI is responsible for ordering material, fabrication, staging, kitting, shipping, and installing on board SSN 688 submarines.
This broad technology base allows RDSI to provide program management support, system analysis and design, software design and development, facilities operation and maintenance, and system installation services for many Department of Defense (DoD) and Federal Government programs worldwide.

Contract NUWC Newport N000-178-04-4113-N401 - RDSI performed R&D activities related to the design and development of the various interface circuit card assemblies for a variety of Submarine Electronic Warfare Systems under the cognizance of NUWCNewport (Code 34). Conducted an assessment and analysis of existing ES systems and subsystems interface requirements and evaluated existing and emerging technologies to support the development of a prototype unit. This work included the prototyping of electronic equipment in support of EW systems used to support training of Undersea Electronic Warfare Watchstanders. RDSI built, fabricated, tested, and evaluated prototype and pre-production units for various EW systems.

Provided Test Engineering for the NUWC Newport Submarine Electromagnetic Systems Department (Code 34) Technical Development Agent (TDA) in support of Environmental Qualification Testing (EQT) of the AN/BLQ-10(V). Efforts included analyzing Virginia Class submarine electrical drawings, existing AN/BLQ-10 EDM system and EQT Test Plan
Preparation and development of technical documentation in support of Undersea Electronic Warfare tactical equipment such as the AN/BLQ-10(V) ES System under the cognizance of NUWC Newport (Code 34). RDSI is preparing and performing verification and validation of detailed technical data documentation necessary to support system development of the AN/BLQ-10(V) ES System.
Providing training support for the SASITS training system under the cognizance of NAVSEASYSCOM (SEA 92L). RDSI has provided engineering and technical support to the Undersea EW training community to ensure adequate instruction related to applied exercises resulting in the attainment and retention of knowledge and skills in support of Undersea EW watchstanding capabilities.
Providing program support for various Submarine EW systems under the cognizance of NUWC Newport (Code 34). RDSI provided the business, financial management and technical efforts to support planning, organizing and coordinating NUWC Newport's efforts in support of the various Submarine ES programs.

Performing QA support for the AN/BLQ-10(V) ES System and ancillary equipment in support of NUWC Newport (Code 34). This work ensures the processes and products used in the design, development, fabrication and manufacture of the AN/BLQ-10(V) result in quality products.
Performing acquisition logistics support for the AN/BLQ-10(V) ES System and ancillary equipment in support of NUWC Newport (Code 34). RDSI is conducting reviews to ensure that life-cycle support considerations are an integral part of the AN/BLQ-10(V)'s design requirements, the system can be cost effectively supported through its life-cycle and that the infrastructure elements necessary for the development, Fleet introduction, and operational support of the system are identified, developed, acquired and supported as economically feasible.
Performing in-service engineering support for the AN/BLQ-10(V) ES System under the cognizance of NUWC Newport (Code 34). King provided advanced experiments and demonstrations of emerging Navy and Joint service C4ISR technology. It provides engineering services to maintain, support, and operate the SCI, classified and unclassified networks within the SSC SD Advanced Concepts Site (ACS) and the Combined Federated Battle Lab Network (CFBL Net) node located in the Joint Integrated Communications Facility (JICF) in support of Joint Warrior Interoperability Demonstrations (JWID). King provides system integration, architecture designs, conducts tests, documents, and provides evaluation for emerging C4I technology. This support involves the classified and unclassified networks and warfare infrastructure within the ACS. Under this task, King evaluates and tests these new COTS and NDI hardware and/or software solutions from a security perspective to determine their strengths and weaknesses. All results are documented and a formal report is provided to the customer requesting the evaluation. King also provides infrastructure test and evaluation services to integrate emerging technologies into the CFLB Net.
King provides design, integration, testing and installation support for the Network Encryption Systems (NES), Virtual Private Networks (VPN), Public Key Infrastructure (PKI) and Network Intrusion detection systems for the ACS and CFBL networks. Responsible for the design, security, maintenance and operation of the ACS network for the past six years at the Unclassified, Classified and SCI security levels. This network services users from US Navy, Marine Corp, Air Force, Coast Guard and NATO commands for experiments and technology demonstrations. This subcontract demonstrates strong C4ISR Network Engineering, Security Engineering, Systems Administration, Security Assessment, Product Security Certification and system documentation. King provides infrastructure support for the integration of various advanced C4I technology experiments within existing networks of the US Navy, Air Force, Army, and Marine Corps C4ISR and C2 systems. Engineering support is provided to afloat and Shore-based C4I systems for the JWID, Fleet Battle Experiments (FBE), CFBL Net, and the JICF “Proof of Concept” efforts within the unclassified, classified, and SCI security environments. The Team Member has performed functional and operational analysis of the proposed advanced network technology demonstration components on board US Naval vessels, within the CFBL and JICF at the GENSER and SCI security levels.
For Proof of Concept demonstrations, King develops the network design to adequately test new C4ISR capabilities. It provides the tier 3 In-Service Engineering Agent (ISEA) function for the Integrated Shipboard Network System (ISNS) for the US Navy and is called upon to evaluate the impact of a proposed technology demonstration on an existing shipboard network. It designs a test plan with an adequate mitigation of operational risks and trains ship’s forces for the proper use of new equipment and software, and documents the results of the demonstration for further analysis. Upon completion, King provides recommendations for transitioning these technologies to the fleet via a program of record.
Utilizing techniques of the CMMI model, King develops test criteria and objectives for validating capability and security requirements, conducts performance tests and prepares and submits test reports for a wide range of C4ISR emerging technologies and systems. This support includes formal documentation of the results with recommendations, and evaluation of operational and security risk factors. King provides recommendations for the integration of new software and/or hardware into existing US Navy, Air Force, Army, and Marine Corps C4ISR and C2 systems and networks in support of advanced technology demonstration and experimentation.
King is recognized as the technical expert for engineering, designing, integrating, implementing, testing and mitigating risk of various advanced technology demonstrations and experiments.
King provides infrastructure engineering services to support the Code 242 Global Command & Control System (GCCS) program. It provides requirements and functional analysis support for the development, integration, test and evaluation of Naval C4I, Information Technology-21 (IT-21) and Naval Electronic Combat Surveillance Systems (NECSS) at the unclassified, classified and SCI security levels.
King provides the tier 3 ISNS ISEA function for the US Navy and is called upon routinely to diagnose, repair, evaluate and train ship’s force for ISNS related issues. It is recognized for exceptional expertise in the GCCS-M program and provides network support directly to it and in conjunction with the ISNS program. It is recognized as the technical expert for engineering, designing, integrating, implementing and testing network expansion capability. In this capacity, King provides design, integration and installation support for the ISNS ISEA and Fleet Type Commanders (TYCOMS) in performing LAN expansion and administration for classified and unclassified networks on board U.S naval vessels.
